TCP Optimizer is an interesting Cydia tweak that claims to improve the Network throughput performance but not for all networks. According to the developer it only works for the Wi-Fi networks. After the installation, a user should be able to see improved streaming video performance for example in YouTube, or any other network enabled applications (i.e. in Safari). There are is no icon placed in the Springboard or in the Settings app by the application. If you are experiencing a slow network performance on your iOS device and you believe to be on a reasonably fast network, then it is worth to give it a shot. Particularly considering that it is available for free in Cydia.

To get the TCP Optimizer tweak you need to add the http://cydia.pushfix.info/ to the list of Cydia sources and then just search for the TCP Optimizer and install it.
